We wonder why this is surfacing this way now?  Seems like we talked about this a year ago.
Must have been a slow news day on Monday, February 4th, 2008.

LEAFY SPURGE:
To some Fargo city officials and advocates for social programs who want to derail a plan to use Fargodome funds for Fargodome improvements, specifically an addition for basketball. The advocates want something called a stewardship fund, which would be used to pay for needed social programs in the city, such as serving homeless people. Great idea. But the dome funds generated by the dome sales tax are earmarked exclusively for dome projects, unless otherwise changed by a vote. Such changes were approved by voters to use a portion of the dome tax for streets and water works, for example. If the stewardship fund is a good idea, why not put it to a vote of the people? If it flies, fine. But trying to appropriate the dome improvements fund for other than dome improvements is misguided.
